• Strategic Engagement Manager with WRA's Healthy Rivers Program

Founded in 1989, Western Resource Advocates (WRA) is dedicated to protecting the West's land, air, and water to ensure that vibrant communities exist in balance with nature. We use law, science, and economics to craft innovative solutions to the most pressing conservation issues in the region within three core program areas: Clean Energy, Healthy Rivers and Western Lands.

Our Healthy Rivers Program envisions a future where rivers and lakes have abundant clean water to support habitat for fish and wildlife, communities and agriculture, and world class recreational opportunities; and where the Colorado River flows to the sea. Our program promotes policies and initiatives that prioritize water conservation, water recycling and urban-agricultural cooperation. We work to move away from building new dams and diversions that drain the life from our rivers, and instead to usher in a new era of water management focused on innovation, efficiency and sharing resources.

Position Summary
WRA seeks a passionate Healthy Rivers Program Strategic Engagement Manager with knowledge of water issues in Colorado to build partnerships and long-term relationships with key decision makers and stakeholders throughout the state. This new, mid-level position, provides a unique opportunity to apply a background in external affairs or community organizing to develop a focused engagement strategy capable of identifying, fostering and mobilizing new partners and emerging leaders in the water community. Reporting to WRA's Healthy Rivers Program Director, the Strategic Engagement Manager will collaborate with program staff and conservation community partners and liaison with current and prospective members of Colorado's water-related decision-making bodies in order to advance bold new policies for addressing our state's water supply and demand challenges.

The position can be based in WRA's Boulder office, or remotely in Colorado, with frequent travel within the state.

Job Responsibilities
- Lead the development and implementation of stakeholder relations plans and programs to support the Healthy Rivers Program's strategic goals and objectives;
- Build, sustain and enhance relationships with key community, business and opinion leaders;
- Maintain current knowledge and awareness of public opinion/reaction to external events in order to proactively support stakeholder relations;
- Travel as necessary to communities throughout Colorado to learn about emerging water management issues, opportunities and challenges;
- Establish and maintain constructive working relationships with policymakers on key water-related decision-making bodies;
- Research and build a deep knowledge of decision-making processes;
- Advocate for water policies supporting rivers, vibrant communities, recreation, and agriculture;
- Identify, recruit and assist emerging leaders in the water community;
- Coordinate with WRA's Communications Team on public relations efforts as necessary; and
- Perform other duties as assigned.

Job Qualifications:
- A bachelor's degree in political science, environmental policy or related field or equivalent relevant work experience;
- At least five years of experience managing constituent engagement for an elected official or government agency, community organizing for a non-profit, or working on political campaigns;
- Demonstrated experience building work plans to match ambitious strategic, organizational and campaign objectives;
- History working directly with relevant water-related decision-making bodies in Colorado a plus;
- Proven track record of securing measurable results by working with diverse stakeholders;
- Excellent networking abilities, interpersonal skills and political judgment;
- Understanding of current water policy management trends and politics in Colorado and the region;
- Intellectual curiosity; an innovative and entrepreneurial drive; comfort with change and ambiguity; and a strong bias toward action;
- Must be self-motivated, work well independently, and also enjoy collaborating with a team;
- Experience managing multiple projects with deadline pressures;
- Excellent verbal and written communication skills;
- Strong organizational skills, with attention to detail and follow?through;
- Creativity, patience, drive and a sense of humor;
- Genuine passion for the mission and work of WRA; and
- Willingness to travel: 30%.
